This is just pitiful. The CPA (the provisional coalition government in charge of Iraq) appears to have stolen their Web design from the Brookings Institute. Via Bubba.

Much more likely, both Brookings and the CPA used a stock template from the same service. Nothing to see here, move along.
Except that both sites contain the line
("submenu name="Brookings Review" id="brs" url="/press/review/rev_des.htm")
So, yeah, Brookings ripped them off.
