Group structure, even when it's not explicitly political, is in part a response to this tension. It's a response to the idea that the cohesion of the group sometimes requires limits on individual rights. (As an aside, this is one of the reasons that libertarianism in its extreme form doesn't work, because it assumes that groups are simply aggregates of individuals, and that those individuals will create shared value without any sort of coercion. In fact, the logic of collective action, to use Mancur Olsen's phrase, requires some limits on individual freedom.
