From the Financial Times via Michael Williams. "The changes are expected to be announced by President George W. Bush at a speech to the Convention of Veterans of Foreign Wars in Cinncinatti, Ohio, on Monday." Looks like Bush is implementing step 2 of Tyler Cowen's economic advice.

Anyone want to predict who will whine the loudest, Germany or South Korea? My guess is Germany, but I wouldn't bet on it.
